PEC dos Precatórios e MP do IOF ajudam, mas ajuste fiscal ainda é crucial, diz IFI

O relatório de agosto da Instituição Fiscal Independente (IFI) analisa dois aspectos da agenda fiscal do governo: a PEC 66/2023, dos precatórios; e a MPV 1303/2025, que tributa investimentos. O diretor da IFI, Alexandre Andrade explica que, mesmo com o aumento de arrecadação e folga no teto com a aprovação dessas medidas, o governo precisará fazer um esforço fiscal de R$ 80 bilhões de reais para cumprir a meta em 2026.

O RELATÓRIO DE AGOSTO DA INSTITUIÇÃO FISCAL INDEPENDENTE, IFI, ANALISA DOIS ASPECTOS DA AGENDA FISCAL DO GOVERNO: A PEC DOS PRECATÓRIOS E A MEDIDA PROVISÓRIA DE COMPENSAÇÃO À DERRUBADA DO DECRETO QUE AUMENTOU O IOF. MESMO COM O AUMENTO DE ARRECADAÇÃO E FOLGA NO TETO COM A APROVAÇÃO DESSAS MEDIDAS, A INSTITUIÇÃO CALCULA QUE AINDA SERÁ NECESSÁRIO UM ESFORÇO FISCAL DE 80 BILHÕES DE REAIS PARA CUMPRIR A META EM 2026. REPÓRTER MARCELA DINIZ: O relatório de agosto da Instituição Fiscal Independente começa dizendo que, se os recorrentes déficits primários, os juros altos e a relação dívida/PIB subindo já indicavam um quadro desafiador para o Brasil, com o tarifaço, esse panorama ficou mais complexo pois, para apoiar setores prejudicados, o governo brasileiro precisará fazer gastos não previstos. Ele, que já vinha buscando ampliar suas receitas, agora também investe no diálogo com congressistas para fazer ajustes na apuração da meta prevista no arcabouço fiscal. Cerca de 9,5 bilhões de reais do pacote de socorro a exportadores, em análise na Câmara, podem ficar fora da meta fiscal até 2026. Também não entrarão no teto cerca de 110 bilhões de reais em dívidas judiciais de municípios – os chamados precatórios – se o Congresso aprovar a PEC 66, em votação no Senado. O diretor da IFI, Alexandre Andrade, explica que isso ajuda o governo a cumprir a meta fiscal nos próximos anos – só que tem um porém: (Alexandre Andrade) “Cerca de R$ 110 bilhões são retirados da meta, o que corresponde a 90% do pagamento do estoque de precatórios. Isso dá um fôlego no cumprimento da meta fiscal de 2027. Ocorre que as despesas seguem num ritmo de crescimento muito forte, exigindo um esforço fiscal crescente do Poder Executivo nos próximos anos.” No relatório, esse porém é chamado de “alívio ilusório”. Tipo assim: você confia nos bons indicadores depois que medidas excepcionais são tomadas e deixa para depois remédios amargos, mas inevitáveis, como contingenciamentos e corte de gastos.   Outro tópico analisado pela IFI no relatório de agosto foi a Medida Provisória editada para compensar perdas de arrecadação depois que o Congresso derrubou o decreto presidencial que aumentava o IOF, Imposto sobre Operações Financeiras. Os efeitos da norma foram parcialmente restabelecidos por decisão do STF, mas a MP continua valendo. Entre outros pontos, ela acaba com a isenção de imposto de renda sobre investimentos como Letras de Crédito Agrícola, LCA’s, e Imobiliário, LCI’s; e restringe a utilização de créditos tributários pelas empresas. Nos cálculos da IFI, mesmo com o aumento de receitas por causa dessas medidas, o governo ainda precisaria fazer um esforço considerável para cumprir a meta de 2026: (Alexandre Andrade) “Essas duas medidas: IOF mais o conteúdo da Medida Provisória 1303, resultariam em um aumento de arrecadação da ordem de R$ 15 bilhões, em 2025; em 2026, seria algo em torno de R$ 40 bilhões. Também ajudaria bastante no cumprimento das regras fiscais mas, nas nossas contas, o governo precisa executar um esforço fiscal da ordem de R$ 80 bilhões.” Esse “esforço fiscal” pode ser feito pela via da receita, com aumento de impostos e revisão de incentivos; via despesa, com contingenciamentos e corte de gastos; ou pela combinação das duas estratégias.
